Who pays when the sewer backs up? The 30 largest US cities

When sewage comes up through a floor drain, the first question is not what the cleanup costs — it is whose pipe failed. If the blockage is in the lateral running from your house to the street, the repair and usually the damage are yours. If the city's own main surcharged or blocked, some cities run a reimbursement programme, most run a liability claim process with a short deadline, and a few say nothing at all. We read the utility's own pages, codes and claim forms for the 30 most populous US cities and put the answers side by side. 180 cells, every one linked to the page it came from and graded for how solid that source is.

The first hour, before anyone bills anyone

  1. Stop adding water. No flushing, no washing machine, no dishwasher — every gallon you send down comes back up.
  2. Keep people and pets out, and shut off the HVAC so the system does not pull contamination through the house. Sewage is Category 3 black water; the sewer backup guide has the PPE and disinfection rules, and the first 60 minutes checklist is the wider emergency sequence.
  3. Ring two or three neighbours and ask whether their drains are slow or backing up too. If several homes on the street are affected, the likely cause is the public main, not your lateral — and that is the fact that decides who pays. It stops being knowable the moment a plumber clears the line.
  4. Note the time and photograph everything before anything is moved or cleaned. Both your insurer and the utility will ask, and the room cannot be reconstructed later.
  5. Report it to the utility now, not after the cleanup. Find your city in the table below — the reporting route is the last row of each city's entry. Several of the programmes here are only open to people who reported the backup first, and claim deadlines in some cities run from days to months, not years.

Then read the coverage question separately: a standard homeowners policy generally excludes water that backs up through sewers and drains unless you carry the water-backup endorsement (a paid add-on to your policy) — see does insurance cover it. Who is liable for the pipe and who pays for the damage are two different questions, and this table only answers the first one.

What we checked, and how to read a row

Six questions per city: who runs the sewer, who owns the lateral, whether the utility pays when its own main is the cause, whether there is a backwater-valve rebate, whether there is any lateral repair help, and how to report a backup. Each answer is graded:

Method. Retrieved 2026-09-14. Each city's utility, code, claims and assistance pages were fetched directly and read; where a page was silent the cell was marked not stated rather than filled from elsewhere. The city list and the populations are the 30 most populous US cities by July 1, 2025 population estimate (U.S. Census Bureau, Vintage 2025). Utility rules change, programmes open and close, and a few of these cities were mid-consent-decree when we read them — confirm anything you are about to rely on with the utility itself, and use the source link and date in each cell to see exactly what we read and when.
